Endermen aren't coded. Nor is placeable redstone. You'd have to edit the app and manually insert some code for the endermen and placing redstone than distribute the apk/ipa. Which is illegal. Most legal mods are only unlocks to whatever is already coded into the game. For starters try putting iron doors into the crafting table, and trust me it is harder than it seems. Plus you would need to make some kind of "app/tweak" and put it on cydia or google play for people to be able to install it.
