But will the mobs act the same? E.g. a cow rendered as a zombie can still be milked etc.

Which is the cheapest Nexus 7, Nexus 10, S4, Or HTC One?
The Samsung Galaxy S4 and HTC Ones are cellphones - they are much more expensive devices. Off contract, the Galaxy S4 is $600, and the One is $550. That's not including cellphone service.
Most cellphone carriers allow you to buy the phone on a plan - you'll only pay a bit of money to get the device, then you pay ~$70 every month for two years.
Here in Canada on Rogers, a Galaxy S4 is $179 plus $70 per month for unlimited calling. The HTC One is $149 plus $70 per month for unlimited calling.
Prices for phones are probably lower in the United States. T-Mobile's homepage advertises a Galaxy S4 for no money up front, and a $75 per month plan - $25 for phone and $50 for talk/text/500MB data; I haven't checked it out.
If you want a cheaper phone option, the Nexus 4 is a very capable phone, and it goes for $20 up front and $67 every month, including the 500MB plan. I've heard it's even cheaper off-contract: $200 for the phone - you'll only have to pay for phone service if you want to use it as a phone.
Of course, there are probably cheaper phone plans - this was a quick search.
So if you don't want to pay for phone service every month, a tablet might be a better choice.
