You need to be jailbroken and have Minecraft PE 0.7.2. (It won't work in any newer versions) Then, get the installer at http://www.minecraftforum.net/topic/1919439-release-modpe-script-v05-alpha-new-update-with-installer/
I use Android, so I can't help you with the specific steps.
