Since 0.7.0, options.txt was moved to documents, as it is easier to write and read things there and because there are more options to store. And I'm running ios 6.1.4 on my iphone 5 so it is definitely possible without jailbreak.
mod means modification and this is a modification meaning this is a mod.
it's technically not a mod. it just tricks the game into doing something that it normally can't do. mcpe is asking options.txt for a certain number to set the render distance to, and I'll I have done is change that number.
