Are you sure? i had numerous people test this on a palringo chat and they said it worked just fine.
i also tested it myself and it worked for me. are you using mega caves? or just regular caves mod? reular caves mod link doesnt work so yeah

does it have to be a specific color? I tried white wool and blue and it didn't work for me
nope here let me give you a tutorial:
1. patch mod
2. go into game and make a much wool as you want or need.
3. exit game when done and unpatch mod.
4. go back into game and your water will be there
