That depends on how you look at it.
And I actually ment "MobileSubstrate" (I always get confused between them, I have so many tweaks)
Mobile Substrate should be installed as soon as you Jailbreak I think.. Sometimes you don't get it and you have to manually install it.. All depends on the device though..
