Lol anbu the idea of this and you being able to do it is far beyond my comprehension so by all means do this i need an offline source of block hex values.

There is an issue with ModMaker: it's not fully PTPatch compatiable. PTPatches requires that the header states how many offsets there are and the offsets of these segments within the patch file.
I'm not sure whether the iOS patchers can read these broken PTPatches, but the Android patchers wouldn't.

You could just take the letter that was input and raise it to uppercase, like

Probably didn't have that cause I never knew of it since I made that long time ago while I was still studying python >.<
I removed all of the time.sleep from ModMaker.py and PocketValue.py
And changed whatever u pointed out too

Argh, will look further into it. I remebered that I had multiple offsets problem before but I had fixed it.
I probably copied the wrong version of ModMaker.py O.o I have three different ModMaker.py on my phone

I just downloaded Jocopa3's mod maker from http://www.minecraftforum.net/topic/1372685-ios-mod-making-program/ and it produces valid PTPatches.
Your tool would probably only work if you use only one offset.
