You will need to have a legal credit card and also you will have to become a developer for apple. I don't think many people would do this because many of us go to school and may or may not have a credit card.
First off, to publish an app, you'll need a legal credit card, and to post an app to apple, you need to pay $99/a year, with a apple developer approved account. To publish to android, you'll have to buy a developer account, costs 25$ to make one, and pay some extras. So if your gonna ask for help, you'll have to pay us
