No. That is completely wrong. To make PocketMine plugins all you need is your text editor. The PocketMine Platform is PHP based and will compile and run the plugins on the runtime. So no compilation is needed.

So you just need Notepad++ or any other text editor which supports programming language. (Well, you can also use the Windows Notepad but DO NOT use it since it doesn't support any syntax highlighting, etc)
Yes. On Ubuntu, I suggest GEdit. That is what I use. It comes with Ubuntu default.Also, have a look at my tutorials if you need a tutorial on how to make a plugin.
