The tutorial doesn't really help. I've already been there. How exactly do i host two on the same PC. i Have the plugin and its loaded. What i got out of it was i have to open up up to four different ports between 19132-19135 on the same IP address right? Even if that's right how do i use a different world?

As you know, programs connect to each other by Ports. Minecraft PE, for example, checks for servers on port 19132, 19133, 19134, and 19135. If it finds one, it sets up a connection to that port. That's why we port forward.
If you are running 4 or less servers, you can just port forward a new port and then change the server's listening port. For example, if you want to run two servers, port forward both 19132 and 19133, and then change the second server's server.properties to say
server-port=19133
instead. Now, you should see two servers.
But what if we want more than 4 servers? That's when the plugin comes in.
Minecraft scans the 4 ports as detailed above to see whether any server replys with a "There's a server on this port" message. The plugin allows the server to say also that "there's another server listening on a different port!", so Minecraft PE picks it up even though it doesn't listen on one of the 4 ports.
For example, if you have 4 servers, one on each of 19132, 19133, 19134, and 19135, and you want another server:
Make another server, and set its port to a different port. I'll use 12345.
server-port=12345
Port forward 12345. (I know the manual says that you might not need it, but as far as I understand it the manual is incorrect)
Now, we have a server that's running, but Minecraft PE wouldn't scan it. To make Minecraft PE pick up the new server, we set up MultiServer on one of our servers that is being scanned. In this case, I'll put MultiServer into the server that's hosting on 19132.
Then, configure MultiServer to announce the new server on 12345.
Go to your first server with the plugin and type in
/multiadd 12345
in its console.
Now, when people connect, they should see 5 servers.
