I just want help from someone simply to put one of my pictures off my laptop, and make into a painting in Minecraft Pocket Edition.

That's a texture edit, so you might want to ask for help in the Texture Packs section.
Basically, if you are on Android, back up your apk, copy assets/art/kz.png from the APK and edit it, and finally zip that file up and patch the texture pack with PocketTool.
If you want custom pictures in the paintings instea of the few default ones, you will have to re-texture. Doing this is not a mod but just retexturing the paintigs with your personal pictures. Also this would have been better in the Texture pack section of this forum.
