There isn't one. For beta testing 0.13, Mojang elected not to have an open Google+ community. Instead, a blog was setup http://pocketbeta.minecraft.net/ to tell players about what has changed in each new build. If you have bugs to report, please submit them to the official bug tracker https://bugs.mojang.com/browse/MCPE.
