same question here. i have wheat, but the sheep don't follow. plus, they're way out in the water (all the f'ing time) so the "just dig a hole under them" thing doesn't work. any suggestions? oh, and i'm on a kindle fire hd in case that helps.
How I got my sheep is by finding one that was standing next to 'dirt' that was already 2 blocks tall. Then, I quickly built around it. Make sure they're 2 blocks tall, at least. My first sheep trap was only 1 block tall all around (my niece said sheep couldn't jump) but when I came back to start building the trail it was gone. If they aren't moving go into the water and hit them once, that's how I got my sheep out of the 'pen' of dirt I built. Mine was something like this:

make a 2x2 hole and push em in. make an undergroung tunnel to where you want them to go. for them to go to that direction, just place blocks from where you started the tunnel to where you want to bring the sheep.
i hope you got the idea. yeah it takes quite an effort.

I have found herding them is impossible. They do not follow wheat like some say works on the PC, but it doesn't on PE.
I will try the penning them route, I have some penned that I want to move closer to my base. I think either building a fence chute or a dirt chute might do the trick.
One thing I have noticed is if you put a fence at the bottom of a single block of dirt, then the sheep will walk over the fence and be trapped not being able to get back up onto the dirt.
Once any animal is in water the only thing I've found that can be done is kill them and collect whatever drops there are. Now that animals will actually respawn this is ok for now.
