Title. I have a small fort on my old one , I have diamond tools. But, should I make a new map, or no?

Yes.
New mobs = A new World to spawn new mobs

I'm pretty sure you need to start a new world for them to spawn, like in 0.2.1 when pigs were added you had to make a new world for them to spawn.
