With Divine smoker mod you can craft water pipes and use them to smoke different ingredients to gain special powers. You can even smoke with magic potion instead of water to achieve more effects. But be careful not to smoke too much or combine drinking potions with smoking, or you will risk nausea and poisoning!

To smoke a pipe, you have to load it with water, tobacco ingredient and coal first. Then, you need to right click the water pipe with flint and steel.
There are three slots in water pipe. The top is for coal. You can use both coal and charcoal. Middle one is for tobacco ingredient. See tobacco tab for all different tobaccos and their effects. The bottom one is for water. You can use either water bottle or magic potion. If you use potion, you gain the potion effect in addition to the tobacco effect. The potion effect will have better efficiency by one level, but the duration of the effect will be reduced by 1/3 (If you smoke using potion for speed I, duration 3:00, you will get speed II for 2:00).
If you smoke while another effect is still active (you recently smoked or drinked magic potion), you will get hunger. If you continue smoking, the hunger will become worse. Then nausea will start. If you keep smoking, you will eventually go almost blind and get poisoned.
Pipe requires solid block underneath.

Red apple - Add moveSpeed I for 120 seconds. If player already has moveSpeed, it prologs this
effect by 60 seconds at the same level up to 10 minutes.
Golden apple - Add moveSpeed I and jump II for 120 seconds. If player already has jump
or moveSpeed prologs this effect by 60 seconds at the same level up to 10 minutes.
Melon - Heal I
Glistering melon - Heal II
Carrot - Add damageBoost I for 180 seconds. If player already has damageBoost, it prologs this
effect by 90 seconds at the same level up to 10 minutes.
Golden carrot - Add damageBoost II for 180 seconds. If player already has damageBoost,
it prologs this effect by 90 seconds at the same level up to 10 minutes.
Cocoa beans - Add resistance I for 180 seconds. If player already has resistance, it prologs this
effect by 90 seconds at the same level up to 10 minutes.
Nether wart - Add resistance II for 180 seconds. If player already has resistance,
it prologs this effect by 90 seconds at the same level up to 10 minutes.
Blaze powder - Add fireResistance I for 120 seconds. If player already has fireResistance,
it prologs this effect by 60 seconds at the same level up to 10 minutes.
Magma cream - Add fireResistance I for 240 seconds. If player already has fireResistance,
it prologs this effect by 120 seconds at the same level up to 10 minutes.
Spider eye - Add waterBreathing I for 120 seconds. If player already has waterBreathing,
it prologs this effect by 60 seconds at the same level up to 10 minutes.
Fermented spider eye - Add waterBreathing I for 240 seconds. If player already has waterBreathing,
it prologs this effect by 120 seconds at the same level up to 10 minutes.
Glow stone dust - Add nightVision I for 240 seconds. If player already has nightVision,
it prologs this effect by 120 seconds at the same level up to 10 minutes.
Ghast tear - Add invisibility I for 180 seconds. If player already has waterBreathing,
it prologs this effect by 90 seconds at the same level up to 10 minutes.
Bone meal - Cures all potion effects currently active on player. Usefull as antidote.
Redstone - Prolongs effect of all active potions.

1st level - Hunger I for 30 secs
if you have Hunger already, then 2nd level - Prolong Hunger I by 30 secs
Nausea I for 30 secs
if you have Nausea I already, then 3rd level - Prolong Hunger I by 30 secs and turn it into Hunger II
Prolong Nausea I by 30 secs and turn it into Nausea II
if you have Nausea II already, then 4th level - Prolong Nausea II by 45 secs
Blindness I for 40 secs
if you have Blindness I already, then 5th level - Turn Hunger II into Hunger III
Prolong Nausea II by 60 secs
Prolong Blindness I by 60 secs
Add Poison I for 15 secs
Installation
To install Divine smoker mod, go to C:/Users/Yourusername/AppData/Roming/.minecraft/mods/ and paste the mod into this folder.
If the folder mods is not there, launch Minecraft after installation of Forge once and it should create the folder.
1.11 - Upgraded packeting system to SimpleNetworkWrapper
1.1 - A lot of major changes and improvements in code, 4 new colors of water pipe (lime, orange, cyan and pink), water pipe requires air block above, water pipe cannot be activated when it is burning, advanced rendering - you can see tobacco loaded in pipe, coal or charcoal loaded in pipe and if pipe is burning. Other players see it as well, this feature requires sending some packets and may be heavy for some servers, so it can be turned off in config file.
1.04 - Fixed bug in tobacco coding causing some other items to work as tobaccos, slots now accept only items that really belong there - i.e. top slot accepts only coal and charcoal, middle slot accepts all items that act as tobaccos and bottom one accepts all potions and water bottle.
1.03 - Bugfix from RC1, flint and steel gets damaged after being used to light up water pipe.
1.02RC1 - Fixed bug with entity not registering properly on server, resulting in water pipes disappearing after server shutdown, leaving glitched empty blocks.
1.02 - Using shift when transferring items from player inventory to water pipe will not destroy whole itemstack(You will not loose your items now when you use shift).
1.01 - Water pipe will be rotated towards player on placing instead of rotating each time player uses it.

Sorry, but I don't want to make copy of another mod. I thought about adding tobacco that would have to be mixed with the current ingredients, but I afraid a bit that it would be too similar to TobaccoCraft. I'll see in the future.

I actually thought about asking the author for source code for TobaccoCraft and update it on my own as I like the mod too. However, I'm not sure about it yet. Once I decide whether I want to ask him, I will post it here.
EDIT: For everyone: Some pleople were saying that I steal idea for this mod from TobaccoCraft. I would like to make clear that this mod is my original idea. The only thing that TobaccoCraft and my mod have in common is smoking. With this logic, you could also say that every mod that adds ore is stolen idea from another mod with ore.
I actually thought about asking the author for source code for TobaccoCraft and update it on my own as I like the mod too. However, I'm not sure about it yet. Once I decide whether I want to ask him, I will post it here.

I don't see myself using this that much but it'll def look cool in my Alchemy room. ^^ It could use more colors though.
Suggestion; Make the Waterpipe craftable with glass panes on the sides (in stead of the color item) to make a blank pipe.
Then place it and right click with a dye to color it.
Thanks! The colors are limited due to the metadata. Each block can have only 16 different metadatas. And each color consists of 4 metadatas (one for each orientation). I thought that I could make another slot in the GUI that would determine the color of the pipe. That is the only possible way I can think of that would allow me to use more colors while stick to only one block.
Updated to 1.01. The update contains just small fix, but the bug was a bit bothering. Water pipe will now be rotated towards player on placing instead of rotating each time player uses it.
EDIT: I also updated the download link. The version in forge mod manager now shows correctly 1.01 and the logo is there too. Btw. if someone could make better logo for this mod, I would appreciate it
