Added a third tier to my underground carrot farm. The bottom two tiers work as normal, with the villagers harvesting, picking up, replanting, and then throwing the carrots to another villager who is stuck behind two hopper minecarts.
My problem is that on this third tier, the farmer is harvesting the carrots but then just letting them sit on the ground until they despawn as he goes to harvest more. After harvesting he will usually stand there for a few seconds staring at the ground before moving on.
I have checked his inventory using the '/data get' command and I confirmed it is completely empty. I have even tried using /kill and /summon to replace him and it does not work, none of the replacements harvest. When I force 128 (or any amount of) carrots into his inventory with '/data merge' and then check his inventory it says he has 1 carrot.
What is going on here? I've attached images below of the farm.
For some reason it was bc I was using /summon to get the villager in there. I moved a naturally bred villager from the birth pits up to the third level and he farmed as normal! No substitute for organic I guess.

Weird things happen with "artificial" spawns.
