If it's your single player world, no one but you can make that determination. On a server it's a different story and would be something the players of the server or the server owner would have to determine. A server I used to play on posted the seed so people could create single player worlds of it and find stuff easily without having to search forever creating new chunks that would just take up space. On other servers that would be considered cheating, so they don't release the seed. All depends how you want to play.

I always say this Minecraft is a sandbox game. If it's your personal survival world, you are allowed to make your own rules. If it's a multiplayer server you need to follow the owners rules.
Anything that you wouldn't be able to do in the real world is cheating. In real life you can't just save your life and duplicate the universe to go investigate a random spot, can you now?

Starting a new world in creative with the same seed to check the world gen for the survival world isn't cheating for me. World gen gets changed with updates so there might chunks of terrain that shouldn't be there. Or use the biohome locater to find the ancient cities.
