Just guessing, but the raid probably wants to target your villagers, and if you have put them somewhere they cannot find a path to get to, the algorithm that decides where they should go have to send them somewhere..

Yeah, the pillagers will attempt to get as close as possible as a function of elevation (machine learning to find local minima??). I assume there is no direct cave/mined out path to the villagers.
The pillagers only target players and golems when they are between the pillagers and the villagers.
im on 1.19.3
basically all enemy's in a village raid will run away from me.
it has happened 3 times a have villagers underground if that helps
