Are you playing modded (or with data packs) in any way or is everything vanilla? If there's mods, this might complicate things.
I'm not sure if you're playing 1.17 for a certain reason (maybe 1.18+ is too demanding), but what I would do is set up a new profile in its own directory with the latest non-snapshot version, copy that world over to the new directory, and load it up in the new version and see if the behavior remains. This would be a way of troubleshooting if it's an issue with the older version that was fixed with newer ones or not.
All vanilla. I went back to an earlier version when I started getting too annoyed about extremes of terrain ... I couldn't run across a field without falling to my death 3 times per week

how about the fact that a previously created world in 1.17 the diamond gear repairs all the way? ... or it did last time I played it. I suppose if I checked to see that it still did would tell me something.
I found a relevant-looking bug report but it claims to have been fixed in a snapshot for 1.17, and otherwise I can't explain (as a modder with a lot of coding knowledge) why it wouldn't be working in a particular world and/or a particular item, and especially only up to a certain point (9 less than full durability; it does work normally until then, right?):

You can see how much durability an item has by pressing F3+H to enable advanced item tooltips (this has been in the game since 1.4.2).

"exactly"? I was treating it like an integer (I guess it makes sense that it wouldn't be) ... hovering over with cursor with craft window open. Helm, breastplate, pants & boots all show current/max durability at 9 short despite mining, fishing and baking potatoes. pickaxe and sword will go to max
Playing 1.17.1 single player survival. No cheats, normal difficulty
diamond armors (helm/breast/pants/boots) all stopped
9 points shy of fully repaired. sword and pickaxe repair to full.
I tried holding armor in hand to trouble shoot ... naturally it didn't
work. also closed game and reset .. no change
Has anyone run into this? and/or solved it?
