So I have mined out a slime chunk I found on chunkbase, it's the whole chunk mined out, 4 high, lit up and everything. I went 28 blocks away and after a few minutes no slimes spawned, I tried this a few more times and still no slimes. I assume it might be the mob cap but i'm not sure how to check how many mobs are within a 128 block radius of me.

You dug out all the volume and lit it all up. Now there is no ground and no darkness for the slimes. Also check the moon at night, slimes are more common in full moons and least in new moons.
Slimes can spawn at any light level as long as it's below y=30, and also the torches are all on the wall except one.
The spawn rate is low, and if you have just a 64-block area as opposed to layers upon layers, chances are lower. There are tons of caves everywhere underground, many other mobs can spawn. And you also need to be nearby height-wise, although I think mobs can spawn at a wider height range than xz range.

Yeah but even with a 16x16x4 at least some should spawn, but none did.
