I built a creeper farm, yet nothing spawns in it. I decided to replicate the conditions in a test world, and there, also nothing spawned. so I copied the chamber to somewhere else in case I needed it as a backup when changing things trying to find the reason, but the moment I moved away, that chamber was crawling with creepers and bats. as I said, identical conditions, just different locations. I don't suspect that this is intentional. what's going on here?

It depends on player distance. You have to be >24 blocks away from the spawning spaces, but <128 blocks away.[1]

What is the player's distance from the chambers though? If it's not in the right range (24-128 blocks), mobs won't spawn.
Also, check light levels. Blocks must be at light level 7 or less in 1.17 and before, and at 0 in 1.18+ for mobs to spawn.

as i am saying, both chambers had the exact same conditions. both were about 35 blocks from the player, both were completely dark and both were spawnable. the one and only difference was the coordinates of the chamber.
