I don't know if it still works in the latest version but in 1.7.10 the seed "7554908224900051322" has a mountain reaching y=249, which is as far as I know the highest point ever found in a non-Amplified world in any version (I believe terrain is basically still the same in 1.16 but 1.13 did make some minor changes to the biome/terrain map):

Terrain reaching this high is no longer as rare since 1.18 due to changes in terrain generation and mountains being, well... mountains.
I'm somewhat surprised by this thread because I never knew normal terrain was ever able to go as high before 1.18. Even after they increased the terrain height from 128 to 256, the terrain generation largely stayed the same, and once again even after 1.7 (and some later updates?) changed extreme hills, it seemed like most of them stayed closer to old 128 limit, give or take. Then I looked closer and noticed every one of these examples were in shattered savanna biomes, and it suddenly made sense.
So I wonder what the highest point not in a shattered savanna (or with one immediately nearby) would be in pre-1.18 versions.
With 1.18 and later versions, it is now pretty common to find "normal terrain" (as opposed to just shattered savannas) at up to 256. Typically they will be mountain peaks, and the terrain limit is set there.
I've found a massive cluster of mountains in one particular seed that was so "wide", that it looked like a "would-be" taller mountain that simply had its top(s) cut off by the terrain limit.
I was casually roaming around looking for a place to build when i noticed the high land...
I scaled the mountains for 20mins to find a small elevated point which was at Y:233.0 which absolutely blew me away!
Btw, i did research and find out the highest recorded naturally generated land was 213
