The slab attached to the trap door is in the wrong place. it is blocking the line of sight. It should be an upper slab with a carpet on top. See attached screen shot.
The villagers need to use their beds and workstations, do they lie down at night?
It doesn't matter if the get right back up again as long as they lie down sometimes.
In order to work, the workstations need to be at or below the villagers foot level, I expect that bobbing up and down in the water is supposed to get them high enough up that they can use them, but I can't believe the butcher is going to bob high enough to use the smoker, you do seem to have 4 villagers and workstations and 3 should be enough so that might not matter.
3 workstations I have on the villagers foot level and 1 higher but I have water there.
Not all villagers have jobs, sometimes they are losing their job. I don't know why.
About lying down, sometimes they go to sleep and they get up immediately, sometimes they don't go to sleep and sometimes they go to sleep but they don't get up
I tried with 3 villagers but the effect is the same.
I think your zombie is too close. The Zombie should be 4 blocks away from the end of the middle bed. He may also be too high. If the villagers don't loose sight of him, they won't sleep, which means no iron golems.
Are they still in water? They need to bob up and down in the water so they get scared by the zombie and gossip with each other for the golems to spawn.
Try pushing the zombie one more block away so there are 4 blocks between the cauldron and the end of the bed. You also need the carpet back on top of that slab attached to the trap door.

The workstations are quite clearly above foot level.
Now I don't know for certain but I'm prepared to believe that the water makes them bob high enough to use the 3 bottom workstations but I very much doubt they can bob high enough to use the upper one, particularly since there is a slab above their heads.
Another cell on the other side is how mine is set up. I get a golem about every minute or so. Might be faster but in a few hours of play time around my farm I have almost a double chest worth.
OK, when i did 3 cells with villagers, spawning golems is good. Now all working, thanks for help everybody <3
The topic can be closed or left if someone had similar problems and these solutions would not help.

nevermind... now working... but 1 golem for +/- 20min.
