For some odd reason, I cannot seem to get giant spruce trees to grow at max height. I'm trying to grow them tall for a tree farm I'm building. Here is a 1 block high layout of how I have blocks around the saplings. Imagine it 28 blocks high.
Doesn't Minecraft disable the ability to allow trees to grow/blocks to get placed at max height?
The OP probably meant growing the tree to the max possible tree height, not trying to build stuff above world max height. I honestly don't know if world height itself limits tree growth possibilities, similar to how you can place blocks in the way of single-sapling trees to force them to only grow tall variations of themselves.
What height the trees grow to is random (within their range) either keep trying or leave part of your last failed attempt in place and plant a new one on top, then you just have to remove the dirt and place logs where it was.
If you want to avoid getting too tall a tree because the RNG picked the wrong time to grow to max height you could place blocks above your desired max height.
Blocks other than wood will stop the tree from growing if they are too close, I'm not sure if giant spruce will grow next to wood but if it does I doubt that the wood next to it will affect its growth height.

Yeah, I was needing 4 max-tall jungle trees to build a treehouse in a few worlds back. Think I must have planted and then cut down about 30 trees to get those four all at or above the height I wanted.
When I'm bored and want a lot of Spruce or Jungle Giant logs I load up 20 or three stacks of sand, a stack of dirt, a stack of bone meal, and a stack of saplings and several iron axes or a diamond axe.
I have Tree Harvesting Pools in several of my worlds. (they are, at least, 12 x 12 and use running water to direct anything that falls into a collection chest).
Above the harvesting pool water is a 2 x 2 dirt platform.
On one block side is a torch.
I plant 4 saplings and either wait or use bone meal to grow a tree.
Then I place a sand block on the side of the tree over the torch, jump up on the sand, and proceed to raise myself up by jumping and placing sand under my feet.
I do this and use the sand block in my hand to break any foliage over my head (save wearing out a tool) until I get to the top of the trunk.
I then flatten the tree top, place 4 dirt blocks, plant 4 saplings, and repeat.
Just adding sand or gravel under me as needed.
I've done this as many as four or five times getting quite high in the sky. Thank goodness Minecraft doesn't have wind that can knock you off the top of a sand stack!
If you DO fall off, unless you are very unlucky, you will fall in the water of the pool and all you have to do is collapse the sand stack, collect the sand from the collection chest, and raise yourself back up.
When you get the tree as tall as you wish step over onto the trunk and start chopping each layer out from underneath your feet.
As you hit a dirt layer, use your shovel, and continue with your axe.
Stop when you reach the dirt layer where you can hear water flowing.
At that point use your shovel to remove the sand block just above the torch and ALL the sand/gravel will collapse down into the pool.
You might have to reach down and knock 1 or 2 block loose to make them head to the collection chest.
This happens to be a view of my current tree harvesting pool. I went into Creative Mode and flew off the top of the sand stack to get back to get this screen shot. You can just see the torch under the bottom sand block.
The second image is a side view showing the torch and the trough feeding dropped objects to a hopper and double chest.
There are some things to remember.
If growing Jungle wood make sure that you chop ALL of the branches that grow as you chop your way down or you will be left with flying branches and foliage that you will have to figure out how to remove.
I usually try to break any foliage touching the tree trunk with my held sand block so the the foliage will decay and any saplings produced fall into the pool to be collected.
