So I started a survival world a couple of days ago, and I already have the kit to kill the ender dragon, but in order to find a strong hold I need ender pearls to find it. But no matter how hard I have tried I haven't found a single enderman. Would it be considered cheating to create a separate world but with the same seed to find the strongholds coordinates?
Play the game however you enjoy, but under my own personal code of conduct, yes, very much so. If delayed gratification is a problem for you and you want to skip part of the game's intended challenge, by all means do so.
Or, you could resist the temptation to cop out with a quick-and-easy shortcut, put in the time and effort to collect the pearls, and use them to find the stronghold as millions of people world wide have done since the game was released.
If that doesn't sound fun, then don't do it.
Part of what makes Minecraft the greatest video game ever made in my opinion is that one can enjoy it however one wishes.
If it were me, I would watch the sunset over a plains or desert biome, then fight all night. To me, Endermen seem to spawn right at nightfall and daybreak, but I saw no mention of that in their wiki page. It took me about six Minecraft nights to collect enough pearls to find and open the portal in my hardcore 1.14 world. If you decide to go that route, good luck!

Like I mentioned, I generally find an open field or desert ato throw the first pearl. Set the cursor on it before it drops then hit F3 to get the direction. Most often you can recover pearls in these environments by walking out that direction but lose about 1 in 3 or 4. There are a lot of tutorials telling how to triangulate to get very close if you have a mapping Mod. I use VoxelMap but there are others.
It's never taken me over 4 pearls to find one except once none was there as a Ravine had wiped it out so I never found that one. If you have a map with cave mode you dig in the general area and look around on max distance as you dig down.

So I crafted 15 eye of enders and the strong hold was only a few hundred blocks from my house! and after using them to get me there and complete the portal I had ONE spare so that was lucky. Im all kitted up and have made a temporary base next to the portal. I will fight the dragon in the morning.

Plains and desert? ah that may be why. My base is in a jungle biome and ive been searching there...
Get out in a desert at night. Stand in an open area with a good bow (preferably with infinity) to kill off all the junk MOBs and they will come.

Oh! Yes, that's a problem. It would be perhaps the most challenging to find them in a jungle. You can't see more than a few meters in one of those!
Wide open spaces allow you to see the farthest, thus granting the best chance of seeing one spawn in the distance.
It may still take a great deal of time to collect enough, though.

Fairly easy to find the stronghold using only 2 or 3 pearls but then you have to get enough to fill the portal frame.

I'm a bit late to the party here, but worth remembering you can trade with a cleric for pearls.
