If it's in an okay location and it's a skeleton spawner I might consider making it into a farm, but I generally find enough materials and xp elswhere for my own tastes.
I know it's a Minecraft sin, but I just about always destroy spawners when I encounter them.
They give a good amount of XP by themselves, 3-9 mobs worth (used, along with XP from mining and regular mobs, to repair items on-the-fly as I play), and I come across so many due to how I play (I've mined a full double chest of moss stone from dungeons) that there is no point in keeping them otherwise, plus I don't need an XP farm (my method of getting XP for enchanting is to mine quartz in the Nether, which the Wiki even says is faster than basic (spawner-based?) mob farms, getting to level 30 in 10-15 minutes; the downside of being nonrenewable is offset by simply repairing items afterwards). Never mind cave spider spawners, which I doubt many people would want to bother with anyway, although it is possible to find many of them near each other.
Also, I imagine that a proper mob farm would be much preferred, seeing that spawners can wait as long as 40 seconds to spawn more mobs, although needs more work to build.
I didn't say mob Spawners are just good for exp farms. They are also good to actually farm their drops. Especially now that we have Clerics who buys Rotten Flesh and can stay there forever, you'll easily get a lot of Emeralds. Spawner based trap are much easier to set up instead of actually making a mob system which requires a ton of caving (light up caves to improve spawn rates) and sometimes, you may miss a cave (it's hard to actually find all the caves without x-ray-ing or something) and lower your spawn rate.
Also, the Zombie Spawners are a good way to get Villagers without actually finding a Village.
I mentioned exp farms because they are actually the easiest exp farm to set up. Nether Quartz isn't renewable as you said and you'll have to actually run around in the Nether with Ghasts shooting you and such. I didn't exactly say Spawner based farms are the best exp farms. The best farm is probably an Endermen farm. Also, people tend to prefer Blaze farms, Endermen farms are still better (if you fully set it up with 60 layers or so). You can also use TNT set by Flint and Steel or Flame Bow to kill the Endermen and still get the exp (another reason people prefer Blaze farm is you don't have to click a hundred times and you just need to throw a potion at the Blaze and with TNT, it's the same for Endermen)
