Plan it out. Make enough space to build 4 buildings or so, then work around them from there. I usually try to build a few key buildings every town needs first; like a blacksmith, a general store, stables, etc.
You'll need them to be oriented in a way that you have enough room to build paths or streets in between, and possibly a town square if you're going for a somewhat larger town. Generally a good spot for those is right in the center of where you plan to build the town. It might even be a good idea to build a fountain and the town square around it first, but there's no wrong way to do it really.
We found a village in a location that we liked and built walls around it. Now I'm adding more building inside the walls for the villagers to expand it to a town.
Like the players above said, you need to plan, plan a lot. It is possible to build a nice looking town without having a clear idea before starting, but it'll be much easier in the long run if you find a theme, a nice place, the size, etc, before starting your build.
Laying out where every building will go is a must in my opinion. I'd also suggest googling some buildings depending on what style you are going for. You never know what you might find.
Have a block pallet, use blocks that fit with the biome, and so that the town doesn't look like a wild rainbow of blocks. For example, I often build in Plains and Extreme Hills, and use oak wood, oak woof planks, stone, cobblestone and stone brick. In a desert you might use acacia wood, sandstone and hardened/stained clay.
Try to keep the same kind of style with each building in terms of materials, shape, size, etc. That doesn't mean they should all look the same, but there should be some common theme to the village as a whole. Design buildings that are not houses that somehow add or contribute to the village, and use space creatively!
I might post a couple pictures of the settlement I'm working on in here. It was originally supposed to be a single person's stomping grounds, but as I add things it's becoming more and more a small village, spare proper housing.
if your making a town, ask your friends or anyone on your server who want to join your town help build the town,
you might also what you want in the Town, like a Church for Marriage for other player, Statues, Shops, And hence forth, and if player want to join your town, I suggest give them a piece of land to build on. you can build anything in your yown, NPCs and a lot.
You might want to go on Google to build structures based on that to be in your town, you know.

It's just a small settlement right now. Gravel paths and not much to it. It has a mine, a blacksmith to smith it's ores, a mill for wood for building, stables with an extra room for rent above them, and my house.
With that said, the watch towers seem out of place, but my mine is "owned" by Her Majesty's Mining Company, so I suppose they could be there because the kingdom has guards posted there to protect the mine.
But like my quote reads, I originally intended the area to be one person's area, not a town. It seems to be growing much the same way a town does though, since I keep adding the necessary pieces of a working settlement. I was thinking of adding a church but that's getting even further away from what I originally intended so I'm on the fence about it. I still don't have a food source (aside from fishing, foraging, and hunting.) but I don't particularly want a farm in the area I cleared out. Maybe a windmill would be okay... lol
I tend to build practical myself. Keep overhangs to a minimum to prevent monsters that burn in the day from having places to hide. This however can be mixed in to a more decorative style. I also never use full blocks for roof tops and go with stairs, half slabs, or anything that doesn't allow roof top spawning. PvE wise my towns are completely secure, not even spider riders can breach the walls/fences and zombies never get inside the perimeter.
I'm all about aesthetics. I'll usually have a fence if my build warrants it, but I'd rather have a completely unsecured build than have something visually about it like a wall or fence that bugs me even a little bit. I Sometimes I build in PVP worlds to see how long it is before I'm discovered and utterly raped and pillaged.
Planning is very essential, like these guys have said, but I also find that using a set template/theme/style for all your buildings gives them an extra touch. Use the same materials and the same style for each building/building type, but also deviate from that style/theme for a few "accent" buildings. For example, I am building a village outside my house in my 1.7 survival world. For the houses (all different sizes) I used acacia stairs for the roofs, dark oak planks for the walls, acacia logs for the outside corners, oak planks for the floors, and clear glass panes for the windows. But also, I put a small chapel and general store made of cobble in as well. My village is not finished yet, but you can see my point. Use a unifying theme/style for most of your buildings, but deviate from it occasionally to keep things interesting. Different sized buildings, even if they are the same type/class, when built in slightly different sizes also create interest and add to the overall look of the village/town.

Planning ahead is always a good idea. Keep in mind down the track you'll probably want to keep expanding. Every now and then I want to expand my town to when I run out of room to build new buildings.
Try not to build to close to the water or huge mountains if you do intend to expand and make it bigger latter. A good flat area would be a good start for that.
