I did some experimenting with sweet berries and made a little sheet to show what light levels they will grow in. Obviously this only will be something you'd need to use if you make an underground base and/or farm (see attachment, I'm aware of the typo ;c)

Also they will grow with no added light at all if they have a skylight level of at least 9.

Now I'm uncertain, I need to check whether it's the light on the dirt block or above it that matters and also it can make a difference whether the berries are planted on dirt or farmland
It's the light level in the block that the berries are in (the block above the dirt) that's counted and that has to be 10.
So 5 blocks straight out from a 15 level light source.
Or level 9 skylight, so 6 blocks straight out from a skylight, even at night.
It turns out that it seems to be the light level in the block above the bushes that matters and that has to be 9, just like the skylight.
So if you raise the light source up a block above the surface the berries will grow 6 blocks out from it.
Plus they can be bonemealed in complete darkness.
I'm guessing that you checked the light level while standing on farmland?
Farmland is 1/16 of a block lower than a full block meaning that the light level you get from F3 is the light level 1 block lower than the light source if it is on the surface so the light level from the source will be lowered by 1 compared to the light level in the crops.
