This only changes slightly, depending on the situation. Of course sometimes I may need a couple of extra slots for other things, but this is generally what I go by when adventuring.
It really depends on what I'm doing. The only two slots that don't change (much) are 1 and 9

I have a Bit of OCD but I always screw up when It comes to the hotbar... I can never organize it! But here goes...

That's my inventory when exploring/mining. When I build 4-9 are my building materials, 1-3 stay the same.
Oh, and in answer to the poll. I usually use both the wheel and number. When I'm mining I find myself hitting 2 or 3 for torches or shovel. But when I'm building I always use the mouse wheel to select the items.
