i would love to play 1.13 + but i can't i am forced to play 1.12.2 for reasons, it would be helpful if you could tell me how to fix this design or show a better design, thanks for helping though <3
What version? If you're playing in a 1.14 snapshot that includes the iron golem spawning changes, iron farms were probably-accidentally nerfed pretty hard according to Ilmango. I dunno if this issue has since been addressed, though.
Assuming each of the four villager pods is functionally identical to the one shown in the first pic, you sould have 12 villagers and 32 doors which ought be sufficient to spawn golems… [The minimum numbers are 10 and 21.]
Other than appearing to have only one golem spawn floor (which roughly halves the efficiency) and an unusual door placement (noisier, but otherwise irrelevant) this design is equivalent to Docm Iron Farm Tutorial - Quick Version!

Later designs used only two (opposed) villager pods, makingthe set up less annoying.]
Villagers (and hence villages) count only wooden doors (which meet certain critreia see How Iron Farms Work, A Minecraft 1.12 Guide. for a very good explanation of the mechanics underlying these builds)

A door isn't detected and added to a village unless there is a villager within 16 blocks in the X and Z directions and from 3 blocks below it to 5 blocks above it (measured from the feet of the villager to the bottom of the door) but any door that is detected within 32 blocks of the border of a village is added to that village (unless there are more villages within range, then things get complicated.)
Also, villagers more than 5 blocks above or below the center of the village aren't counted as part of the population though they will still breed which is how infinite breeders work, typically you have 6 doors with 1 villager next to them to detect them and a whole lot of other villagers 6 blocks above or below so they don't get counted, 6 doors supports a population of 2 villagers but the villagers think there is only 1 villager so they breed trying to get the population up to 2 but it stays at 1 so they keep breeding.
The border of a village is a sphere that is 32 blocks bigger than the distance from the center to the furthest door.
There is a rule of thumb that says that if you go more than 66 blocks out from the edge of a village then you can be certain that you are more than 32 blocks outside the village though that has been shown to not be an absolute truth. If you build a frying pan shaped village with a lot of doors in a smallish area and a few doors spaced out in a line going way out of the center area you can make the village practically as large as you want with the center in the area with most of the doors and the border way outside that area.
(For that to work though you'd need to trap villagers along the "handle" to keep the doors detected.
And, unless it's built in the spawn chunks it will probably "break" when part of it becomes unloaded.)

2. Maybe try to switch the wooden doors out with Iron doors
3. Maybe see if you have got the water in the right places

Are there any other doors (with villagers) within 66 blocks of the iron farm?
That could interfere and move the center of the "village" so the golems are trying to spawn in the wrong place.
Just testing.
