me and my friends have a minecraft 1.13.2 Server Vanilla.
And here is my Problem: I made a Nether portal in my Base and my friend made one 500 Blocks away and he came out of the same portal in the Nether.
Also if I create a portal in nether where my friends portal should have spawned. He can go throught his portal and comes out in the portal i build a the actual location but if he goes back in the portal to his base it just creates a portal near spawn.
I dont know if this is a general problem but if there is a solution that can fix my issue please let me know!

Divide Overworld X,Z coordinates by 8 and build a portal in the Nether exactly there (or very close).
Example: Portal in Overworld at 1000,63, -800. Build portal in Nether at 125, 63, -100
If you built a portal in the Nether and it doesn't come out in the Overworld where you want, you built the Nether portal in the wrong place.
Portals must aim at a point 128 blocks of the correct location (Nether = Overworld X,Z coordinates divided by 8, or Overworld=Nether X,Z coordinates * 8) to work. Your portal in the Nether cannot be off by more than 16 blocks in X,Z directions - so the Nether portal is easy to place wrong! I try to get the Nether location right to within 2 blocks.
Converting the coordinates of the O-base (O257/100/921) yields N32/100/115 as the location in the nether with 'perfect' alignment.
The N-base portal (second pic) has coordinates N-29/75/116 which would align perfectly with an O-side portal at O-232/75/928 [note the difference of 489 in the X coordinate] from the actual O-side portal (the differences or 25 and 7 in the Y & Z coordinates could be improved, but are likely not critical) .
Nether portals connect by placing the player in the closest active portal (three dimensional euclidean distance) within a "search area of 257 blocks by 257 blocks, at the full height of the dimension being traveled to" from the calculated 'perfect' connection point. Since the N-29/75/116 portal is within the 257x128x257 box around the N32/100/115 'perfect' arrival point (of the O257/100/921 portal), travel O>N works as expected.
However, the O257/100/921 is outside the the 257x256x257 box around the O-232/75/928 'perfect' arrival point (of the N-29/75/116 portal), resulting in the creation of a new O-side portal.
Assuming the goal is to allow both of you access to the same N-base (with each having a direct connection to his O-base), the coordinates of the other [presumably your] O-base (which I do not see posted) are needed.

As an aside, I had a situation where I went to the Nether, and returned to my Overworld portal ... all good ... and then one time I stepped into the portal a different way and ended in entirely different portal in a cave someplace under the sea.
I suppose for the Nether portal only one of the portal blocks was close enough to where it needed to be.
I've often thought, as someone else recently remarked, that part of the charm of Minecraft is dealing with its jankiness. If it was more totally polished, it would be less engrossing.
You can build some rather interesting chains that way.
I.e. overworld portal A: -1/0,64,0; Nether portal B: 127/128,64,0; Overworld portal C 1151/1152,64,0. Step into A pop out of B at X 127, step into B at X 128 pop out of C. You just travelled 1150 overworld blocks in a few seconds.
One must be also REAL careful about placing their first nether portal. I once was mining at diamond layer in a recently started world and decided to make a gate down there. I ended up in a small cave under the lava ocean. And after that any gate in overworld in 1024 block radius would send me to that gate. I ended up making a 1-block lava pool next to gate in nether, going back to overworld, putting all my stuff in chest except some dirt, back to nether, filling the gate with dirt and then jumping into lava.
