I am playing on minecraft bedrock edioton on XBOX One. I turned experimental mode.
Before last update villagers was't want breeding everywhere, they didn't see doors. After update this was fixed but not in nether.
They are using breeding room, farms, throw carrots, but I don't see hearts and small villagers

I believe you need to have a hole in the netherrack and bedrock now days for the doors to have sky access at least in the Java edition.
I'm pretty sure that naturally placed netherrack used to be counted as sky but that doesn't seem to be the case now.
This is the Java section of the forums so you might have better luck in the Bedrock section, or maybe there are enough people here who play both versions, I don't know, good luck anyway.

I fired up Bedrock, Win-10 edition, and I'm not getting any hearts or babies either.
Neither with nor without a hole up to and through the bedrock.
I didn't chose the experimental mode by the way so that doesn't seem to matter.
