Lategame: top locations will be either aesthetic (eg a mountain that lends itself to terraforming or desert/savanna if I want a wood build) or functional (eg centroid of several immobile resources)
Early game (pre 1.13): an island (or near island ie with a narrow connecting causway) at least 40 blocks from shore
Early game (post drowned): local high point out of range of rivers/oceans (ideally in a large lake) – more or less a broch or crannag.
for both: The idea site will be at (or near) the intersection of several biomes including:
at least one of the Extreme hills or Tiaga variants
a forest variant
a plains or savanna variant
(roofed forest, desert, & jungle nearby are also appreciated) .

WARNING: I have an extemely "grindy" playstyle; YMMV — if this doesn't seem fun to you, mine what you can from it & bin the rest.
It started off as a way to avoid getting lost, but now it's a thing I must do. I've built some interesting (Not necessarily appealing ) homes because of this.
I kinda prefer valleys, I am able to enclose them and build buildings into the "walls" of the valley, with layer upon layer of rooms or buildings. I sometimes even fill up the bottom of the valley with water and put glow stone into the ground for lighting, and populate the water with trees and lily pads. At night the terra-formed valley looks peaceful. With the Aquatic update and upcoming Village update I hope to expand more upon builds like these.
I always build right at spawn, partly because I don't like having to explore to find a suitable area, also because i prefer to only explore while caving (other than finding a stronghold). All of my worlds have also spawned me in a plains biome, where there is relatively level ground free of obstructions (for many of them I chose a seed and the spawn point, even going so far as to make a last-minute update to a mod to change the biome arrangement (I primarily chose the seed for spawning in the middle of a large landmass).
Exceptions are my first world (from a random seed) and my previous modded world, where I still did spawn within a plains, as a small sub-biome within another biome (I just decided to use whatever I got in this world; my own modifications also favor my preferred spawn point; for my next world I won't even need to worry about spawning in/next to an ocean since there is always land within 1000 blocks of 0,0). I don't have any preferences for nearby structures; I've only spawned near a village once, in my first world, while my previous modded world had a jungle temple nearby (in this content "near" means within sight of the spawn point; I don't go more than about 100 blocks away until I search for a stronghold or start caving).
Other than my main bases, I build numerous secondary bases which have been built in pretty much every type of biome and terrain, from on water to a flattened mountaintop; they are much smaller (basically just places to store resources and restock on food and wood) so fixing up the area is much easier (I still avoid my modded biomes which have huge trees up to 64 blocks tall or very extreme terrain). In my last modded world I just chose the coordinates and dug a railway most of the way to the location before checking it out to make any minor adjustments (one was built on a frozen lake between two mountains and the other near the edge of a mesa, within 10-20 blocks of the chosen locations).
It kinda varies, because some sites you see just have that cool factor. When i first played MC, I wandered away from spawn in my first world and located a huge hill with an aquatic cave built into it, which i thought was fab, and i build my base in that world there. But as my play style developed, and i moved on to my second (and still current world) I tended to build a lot of farms/machine stuff underground of the main base. So highish locations with plenty of depth were always a nice draw. But then again my first and third bases in my current world are close to the sea, as i like the idea of a sea view and ready access to an ocean.
Early game I usually explore about 15k in the 4 main directions from spawn. Often times I won't even get diamond armor until I find a spot for a home. Usually home is an intersection of Xtreme Hills, Taiga/Dark Forest, Plains and water of some sort. Love the pines and love mining in the Xtreme Hills....
A flat area surrounded on multiple sides by interesting tall hill structures (either extreme hills or one of the hilly variants of other biomes). Savannas and their subtypes work really well for this. That way, I can build things like farms and animal pens early game in the flat area, then expand into the hills when I have more resources. Also, it means my houses always have really nice views.
Otherwise (due to lack of desert finding many times), I just build any type of structure. Inside a stone formation or a house usually though (big or small scaled). It mostly has to suit my space/chest and modding capability standards. Otherwise I'm OK with another floor or an underground floor. But I try to add basic flare with wood planks, wood logs or cobblestone where I can to put effort into the corners or walls on the outside. But I'm not much a strong builder type myself. So when I see a Desert Temple I renovate the bottom for chests around the treasure room but below the main entrance, while using the top room while connecting the staircases to it as a bedroom. It's more an improvement rather than anything amazing, but it works for me. My original design for Desert Temples was that and sniping spots and a diving point with my nether portal and beacon on top of the temple, but I never used them so I removed them in future builds of Desert Temples. Especially since that original one was a Vanilla only focused world while future ones are to be simpler and modded focused without too much 'completion of the save/modded game' purpose compared to the original. I have made videos on this old Desert Temple renovation but I've not going to post the videos here since you sort of get the idea or just to keep things with text.
I'm tried at spawn, on mountain tops, floating islands from mountain tops, villages/near them mostly with my own. Witches hut with renovations. Jungle Temples aren't great but I've tried. I've not done underwater but never thought I'd have luck with them (even with thoughts about it during the 1.13 update's release happening, but never did it). But Desert Temples just work better to me personally, and Deserts aren't too bad a biome for me to live in I find.
Beginning: Usually a cave near rich cave system or a simple farm near a village. Resource availability is top priority.
Mid-Game: By now I should have a couple bases here and there, near caves, spawns, temples, etc... and a small network connecting them. This is when I make a more fortified complex with good accessibility, storage spaces, farms.. Accessbility is my priority at this point.
Late-Game: Now that I have a lot of resources available I'll build a base with more emphasis on aesthetics. I prefer large flat forests to clear. I usually build french château style mansions with large french style gardens with some persian charbagh elements, namely the water streams (like those you see in the Taj Mahal). That's actually my favorite part of minecraft, it's lots of terraforming and building huge gardens. Showing off wealth 8) Aethestics and personal satisfication is more relevant here.
Usually in a mountain but it depends, sometimes something can catch your eye and it's just right. Sometimes, just sometimes you spawn near something really special orinteresting, of you find something inspiring (I rounded of the corners of this sand pit, pillared up and took a screen shot and actually made a floor plan in photoshop for that one.)
Sometimes I just can't walk past a mountain however, like the one I posted in the "What have you done recently" thread. which was from pre-release 1.9.5 snapshot:

So far, I've started only 2 worlds. After 22 months of playing. And the second one was very recently, to test 1.14 snapshots, I have been there for…not even 24 hours of play time.
My main world, started in 1.11.2, with seed 299792458 (I hope at least some of you recognize this number), is therefore the only one where I've been.
I still can say, where and how would I start. Now, with all the knowledge. Island? No. Top of some mountain, like majority of people here? Absolutely not.
I'd start building my home at forest or taiga, maybe cold taiga or plains. I don't mind the trees, they would all go away pretty fast anyway. I build at y=64, or at least that's where I stand (my position). This is because in my very first day with the game, I've spawned in forest, so that was good. And I've found some small area, clear of trees, where I started building my first home. That area was at y=64. And as I was expanding, I wanted to have everything at the same level. For simplicity. And from one small patch of land at that level, it grew into several large sections.
And the home, I've built? It has been modernized several times, but last one was super long ago. And I'm still there. On location of my very first home. I've built new one and I am in process of moving (sort of), but still.
I really don't understand people who start building in some valley or on top of a mountain. Where you put your (animal) farms? You don't have any space to build anything. Not to mention some land for growing trees.
I love building onto the sides of mountains, but I could almost never get inspiration or motivation to do so, I'm going to try to fix that in my current world.

Come to think of it, I mainly play fighting-based games.
After Many Worlds, I find NPC Villages are pretty much the best to at least have nearby-enough. So - used to be, before Taiga Villages recently and now up-coming Snowy Plains and some other (6th), New Village type of 1.14 - Plains, Savanna, Desert.
In that order, but really, if I Could Build in-between those-three (a three-Biome intersection), that'd be it. Desert is of course Best for (Hostil) Mob-Hunting, while Plains is green-enough, yet Savanna is just plain interesting, with all the Trees - compared to the others - everywhere.
I Never favor Mountains (sometime "Extreme Hills") - though occasionally did Ocean Bases (on big-enough Islands) - because Emeralds always feel to me oh-so minimal compared to repetitively-Harvesting (which yet is actually faster, overall, and you Don't have to keep-moving, to find-more, elsewhere) stuff to Trade to Villagers for Emeralds (which kind of limits my desire to Trade with them too, but whatever). And now ever since 1.13 Aquatic Update, and dropped-stuff Floats-UP, I don't even have to worry about Any (New) Oceans trips, with Base-Building there really "a walk in the park" (like those other easiest-Biomes, above), too (so to speak).
I like jungle biomes, because of the color of the grass and trees, but usually I build at an intersection between biomes for more aesthetic variety and quick access to different resources. I think over the years since alpha I've probably lived in most biomes at some point though =)
