I've traveled 4 chunks in every direction from my spawn point and there's no sign of civilization besides a few abandoned mine shafts. I'm just wondering where are all the people? My world is eerily desolate and lonely. This is my first Minecraft playthrough so I don't know if it's normal not to find any nearby settlements.

each chunk is 16 blocks XZ, and 256 Y
You walked about 64 blocks in every direction
Village spawns are further than that, you'll have to explore Plains, Savanna, and Deserts alot, and you'll eventually find one
EDIT: If you press F3, it'll tell you what biome you're in, your coords, etc. and some other debugging information

villages generate naturally in Plains, Savanna, Taiga, and Desert biomes (and some variants thereof); limiting your seach to these biomes will speed the process
other than in Tiaga, villages can generally be spotted from several chunks away (particularly at night due to the lighting); assuming you take measures against MobB ['phantoms'], moving to the edge of your currently rendered area and 'pillaring up' to spend the night can be an effective search technique (putting the pillar atop a local hill also helps – this won't let one see farther, but will prevent intervening terrain from blocking one's veiw of a village)

WARNING: I have an extemely "grindy" playstyle; YMMV — if this doesn't seem fun to you, mine what you can from it & bin the rest.
Given that OP has found 'a few abandoned mineshafts' I would hazard a guess that by 'chunk' he means more than 16 blocks. Actual cooordinates would be helpful.
Also, world gen options. Is it a standard vanilla world or customized? If customized, what customizations? Larger than normal biomes, picking specific biome world, going amplified can all affect villages.
Typically, digging up 3-4 stacks of dirt, finding a small body of water and pillaring up next to it until you are close to build limit, setting clouds to 100% (world height) and jacking render distance to real far (32 chunks) lets you survey a massive amount of land. For me it yielded a village location on nearly all my worlds.
If you don't know it, just download Amidst (the link is in my signature).
Put the .exe in a folder of it's own and run it.
Select a VANILLA Minecraft profile of the release you are using.
got to File > Open save game and click OK for single player.
You will get a map that will show where many structures are located.

By chunk, I meant an entire map section. So 4 maps in every direction.
Assuming maps as created (ie not zoomed) that would be 8*16*4 >> 512 blocks in each drirection…
…guessing from appearance these would be 1:2 or 1:4 maps [1024 or 2048 blocks square each]
I'm not familiar with the texture pack you're using, but: looking at the attached pic; much of the right hand side appears to be mesa/badlands and beach, while the left hald has fairly large amounts of water and roofed forest, possibly some swamp [center far left], and what I take to be forest or birch forest…
…so most of the area covered by that map wall is not biomes in which villages can spawn. [The are immediately to the right of the item frame with the nested pentagons looks to be plains, as does a smaller area at bottom center. Of the area pictured, these appear to be th only areas that could spawen a village.]
Based on the above, my guess would be that the reason you've not encountered a village is that the area around your base has comparativly little area of the biomes in which villages can spawn. Working from the edges of that area, I'd try exploring areas that looked like Plains, Savanna, Taiga, and Desert from a distance. [The NW (& possibly SW corner) areas seem to offer the most promise….]

Based on the arcs in the unfinished maps, I would say these are Zoom 0 (128x128) maps.
Like others have said, you aren't going to find villages in Badlands (the orange bits). Badlands are great for mining gold and terracotta. Not so good for a newbie base; there's no animals either.

I located a village in a desert biome to the east of the Badlands in the attached map. It was one or two squares above the right-most square in my screenshot. Never met a more annoying group of Jawas in my life. I'm a little disappointed.
What Release are you running? What MC version?
Amidst doesn't produce a map resembling that for the seed "2740271617531657344" with either Java 1.12.2 or 1.13.2.

Perhaps the OP may be using a version of Minecraft for another hardware (Bedrock/Console)?

Just figured out that when I'd turn 8 years old, the 23th of November 2011, my parents could have offered me Minecraft as a birthday gift. Sigh...
Fun but frustrating platformer. Saves me of boredom when I don't feel like playing Minecraft. Knowledge of 8-bit old-school videogames is optional tho'.

I'm using Java Minecraft. I probably mistyped the seed. But yes, I abandoned this world (although I spent a LOT of time on it). It wasn't a good seed and vanilla Minecraft is painfully boring compared to the modded experience, I've discovered. This world is for version 1.13 so no mods. ;(
Take a look at my current world. This is a great seed. Lots of biomes and a nice sea to sail around. Not to mention all the towns, forts, and other places of interest that mods added.

Unless one has picked a seed known to have a nearby village (plenty exist see https://www.minecraftforum.net/forums/minecraft-java-edition/seeds ),
it would not be surprising to need to travel 500-1000 blocks to find a village (32-64 chunks).
There are various external mapping programs (http://chunkbase.com/apps/village-finder or https://github.com/skiphs/AMIDST/wiki) although you may find this route too 'cheaty' for your taste…
