Don't think the turtles carry the scutes, they generate from the hatching event and so would likely stay on the beach. I dunno if they specifically have to lay their eggs on the sand blocks or if it just has to be in their beach biome, but you could try replacing them with some sort of non-gravity block and stuff hopper minecarts below that (the hopper minecarts pull items through full blocks.)
In perfect conditions, the turtle eggs should be hatching in about 40 minutes or so.
Yeah, if you don't have a purpose built farm, then the babies will attempt to leave the land and go swimming, when they mature is when the scute drops, wherever they are. Then will then despawn like any dropped item. I based my farm on a YT one where the babies can't leave the farm til they are adults. The idea is they mature in the controlled water enviroment and the scute is sucked into a hopper array. Its similar to this design:
To add up the info from this thread and the Wiki and answer my original question, since baby animals as far as I know take 20 minutes to mature if not fed checking on them once a day until they hatch and then every 4 minutes until the scutes are collected should be adequate.
But boy is it taking time for the eggs to hatch. That's alright though, I'm spending the time fishing, though I would like to get back to mining.
I do have enough scutes for a while but there are 11 eggs in the last stage before hatching so I might as well collect those scutes as well.
Would anybody know if removing the sand under them pauses the hatching process?
I'll find out eventually but it seems it'll be quite a while before I can conclude that they would have hatched if they were going to.
My boyfriend spent HOURS doing this. He discovered the babies can escape through fences. So he built walls and put a little pool in their pen. After he got the scutes and made the helmet, he decided it was a waste of time. I think that getting the stuff to make the potion and/or enchant a helmet would have taken a lot less time and worked better.

So, you often should I check up on turtle eggs/baby turtles so they don't grow up and the scutes despawn before I get to them?
Do I have to fence them in to keep the baby turtles from swimming off and dropping the scutes somewhere else?

According to the Wiki the baby turtles drop the scutes when they mature? Which I would expect to be 20 minutes after hatching?
According to the Wiki, again, the eggs are only laid on normal sand, red sand supposedly won't do.
