Because unlike zombies on land, these guys can survive in the daylight if they remain submerged. This has proven disastrous in my ocean/lake/riverside villages. Villagers usually scarper into their houses at night to avoid night time mobs, but they cannot avoid the drowned if their village sits on the water and they go into the water.
I spawned a triple village seed the other day, and two of the villages are beside water, one sits on top of a swamp, and the other sits just a bit further up, the third is nicely tucked away on a hillside.
The two which are by the water took just 30 minutes of gameplay to see ALL the villagers gone, all of them killed by drowned.
I tried fencing certain areas off, didn't work because the villagers found ways out and still went into the water. Besides filling in the water, which would totally ruin the aesthetics of the villages, there seems to be no way to stop this happening.
The seed is 'fishnipper'.

If any of you can solve this problem without spoiling the village, then please show me how!
As I understand it drowned will only spawn at light level 7 or less underwater. If you light up the water around the village it should stop them spawning. I realize that's almost impossible in a new seed/new game.
I imagine husks should be a similar problem in desert biomes.

I still have a chance to do this as when I realized what was happening I quarantined a group of villagers in the hillside village in one of the hutches there, so when I have solved the problem, I can repopulate the villages.
I have plenty of torches, so I will try lighting up the whole swamp area and along the riverside to see what happens, then if it works, I will release the villagers and transport them back to the villages that have been left empty.
Best way to move them is to hop in a boat, even on dry land, row into them so they get into the boat, and slowly row them where you want them.
Husks are annoying but villagers usually get indoors and manage to avoid them at night.
I think you are going to have to light up under water to prevent drowned spawning. Early game that's either pickles or jack o'lanterns. I have a micro pickle farm on here somewhere if you need one - very light on resources if you have bonemeal (about 20 bonemeal for one stack of pickles).
One thing that should be mentioned is that drowned spawns are not limited to surfaces: you will need to light all the water to >7.
If the water is more than a few deep this means several layers of light sources in a 3D matrix to avoid any spawnable water.
You will also need to fence the area unless the lit volume exceeds the radius of mob pathfinding at all points.
Aside from being too expensive for early game, and somewhat labor intensive, the results are [IMO] very poor. (The lighting matrix impedes movement and blocks sight lines, as well as simply being ugly.) See Drowned-proofing techniques wanted… for some discussion of techniques.

I'm not sure if it will work, but try using sea pickles to light up the water shores. It will not ruin the aesthetics. Maybe get an Iron Golem.

Yeah I stopped the problem by lighting up the water around the village, but yeah, going to look for pickles today lol.

If you spam kelp, it will solve the drowned problem, as drowned can't spawn in kelp
