On a server thats just me and a couple of friends (so not really limiting mob cap) i built a grinder in the middle of the ocean so mobs everywhere else cant spawn but the problem is no mobs will spawn. ive checked light levels but nothing seems to work ive waited there and at a platform far away. i built the same design on a test world in creative and mobs were pouring out! i just cant figure out what i did wrong. then after that i tried making a creeper farm (a really small one) that again worked in my test world but same thing happened. i even tried building out of ocean and in the air. i really need gunpowder for rockets so plz help. ill upload test world and survival world pics

I see mobs in your pictures, barely. Here's a hint, go into creative and drink a night vision potion before taking pictures in the dark. Anyway... darkroom spawners that rely on mobs to randomly wander into water streams are crap. If you want lots of drops, you really should build a flushing design (something that actively flushes mobs out of the spawner).
The problem with the design you built is that all of your spawn pads need to be located between 24 and 32 blocks of your AFK position to even work, because mobs won't spawn closer than 24 blocks from a player, and mobs that spawn more than 32 blocks away will stop moving after a few seconds and just stand around until they despawn.
Also, on a server mobs will spawn around all players in the world, which means some will not spawn in your trap when other players are online. Even if you don't hit the mob cap spawns in your trap will be reduced unless you are alone, or all players are near your AFK position at the trap.
Here's a flushing spawner I designed and built in one of my survival worlds. It has eight 19x19 spawn floors flushed by a single water source block with no walls in the drop chute for spiders to grab onto, and it even traps endermen. Click on the picture to go to my build thread.
the one in my test world is the exact same as the one in my survival server and i stood at the bottom of the test one and they spawned and fell off with out me going up there. i cant see whats wrong can you atleast give send me a good tutorial
Whenever your friends are on the server with you, they need to be at the mob farm or in the End or Nether for your mob farm to work (the mob cap for a dimension is shared by all players in that dimension.)
You also need to be 128 blocks from other substantial spawning areas at your mob farm waiting area. Just being in the ocean or up in the air isn't necessarily good enough.
