Step 1. Create a base, at least four floors high.
Step 2. Create as many overhangs as you can to stop anyone using ladders.
Step 3. Make it look like most of your equipment is on the top floor, but create a hidden trapdoor to a large basement.
Step 4. This basement will serve as your 'command room' and main base. You should now create 5-7 houses outside your base.
Step 5. Create redstone circuits leading to these houses, and place signs for what they do in your basement. Link them to levers and buttons. These should do things similar to opening doors.
Step 6. Create additional circuits, these leading to buried lumps of TNT underneath the houses. This will be your way of placing fear in the residents.
Step 7. Create a 3-block high wall around your new households. This should leave room to expand a bit.
Step 8. Create a trench, as deep and wide as possible, outside it. Connect your basement to it as an emergency exit, but not directly, or mobs could get in.
Step 9. Create a few patches of shade in it, to stop mobs who fall in it dying from the sun. If anyone tries to escape your town, the mobs will kill them. Also place TNT there, as well, so that if you have to escape you can do it without having the two hundred zombies you stranded down there coming after you.
Step 10. Create additional TNT traps underneath most areas. These will be for when players build there.
Step 11. Leave your town, and place TNT in front of the bases of inexperienced players, making sure they cannot see you. Then detonate it. Tell them it was a creeper, and they can use your new base.
Step 12. Continue this process until most of your houses are filled.
Step 13. Create a few public buildings, but keep them under your TNT. Create one unnecessary building, above TNT. This will aid in the next step
Step 14. Establish your control over your new citizens. Tell them about the TNT. Set up a 'three strikes' rule, where they get three offences and on the fourth their house goes. To prove your point, tell them to go to a particular building, the unnecessary one you built previously, then destroy it.
This step by step guide should prepare you for being that evil dictator. Perhaps set up a tax which they must drop down a particular chute, linked to your basement, with traps to stop them using it to kill you. This tax can be gold, wood, anything. Just remember the most important rule, do not get usurped. I managed this step by step guide and it worked for me, until I stepped outside for food, left the trapdoor open, and someone else took over the village.
Oh, and I almost forgot Step 15. Utter an evil laugh in global chat. Boast of what you did.

Steps 1-3 are to make sure they do not actually find you. If they do, they WILL kill you.
Steps 4-6 give you control over inhabitants. I decided on a twist, and instead placed a hidden basement in each of their houses when I tried this for the second time, and used that basement to spawn mobs. This insured that if they survive the TNT the mobs would kill them.
Steps 7-8 are to defend your town
Step 9 is to stop players getting out once they are in
Step 10 is for when they expand
Step 11 brings new players to your base. I find that experienced players are less easily fooled by the deception, and will know how to break the redstone circuit
Steps 13-14 are to intimidate them, show them what happens when they refuse you
Umm, wouldn't they just break the TNT? You can't watch them 24/7? You can bridge over the wall and trench, if you blew up my house I would just kill you and raze your town. Take the TNT and blow up your house. Mabey follow the redstone too your basement and set it up so the switches blow up your house.

They would, thus two steps I added. The tunnels are underground, it would take a lot of effort for them to find the TNT. And I specifically said 'new players', those who have not even seen TNT before.
Do brand new players go onto public servers?? What an awful way to learn the game.
An awful way for them to learn to not get into cars or into heavy secured houses with TNT under them with strangers, yes. I admit this reduces enjoyment for others, but it can still be rewarding for yourself. I spent six hours straight getting the materials, storing them where no player would steal them, then building this the next day.
It's very farfetch'd and would be difficult to pull off without being banned, or have all those players abandon the server...but it would certainly make do for an amazing role play between friends.

I managed it, though I admit I only managed by checking if there were any admins on at the time. Thanks
the idea is quite cool, but i don't see why:
-The trapped players won't leave the town.
-The players won't destroy the tnt (you say it will be hard to find, but the blast radius of the tnt isn't that big, so it should be quite close.)
- the players won't breack into your house, breaking it down, using tnt or building a dirt pillar.
-the players won't just don't give a ****. You're threathening with blowing up the houses you build for them? killing them? fine with me i would say, you can just, you know, respawn and go somewhere else...
-and finally if i was trapped somewhere, where i couldn't escape, i wouldn't log in at the server anymore....

Besides step 1-15, I can see this working.

I commend you for actually spending time in a server building all of this.
