Since the animal spawning mechanisms changed, it seems to me like leather armor is next to useless. Iron is common enough to make it into armor. To me, iron armor is stronger, more durable, and EASIER to get than leather armor.
Back when animals spawned in well lit areas, getting leather armor was pretty easy. I almost always had a leather suit before an iron one. Now I don't even deal with it. If I'm lucky enough to find a cow, I breed them only for books and food.
Because of this, I never use leather armor anymore. It's become obsolete and pointless.
Well, at least now you can dye them colors. (cool idea, but if I don't use them... won't use that feature. :/ )
Most of the time, when I start a new map, there are NEVER enough cows for leather armor, and even if there are some, I'd usually only get about 7 pieces of leather. Enough for a cap or some pants and not much else.
I've played earlier versions of minecraft with the old mob spawning behavior. And leather armor is incredibly easy to come by. I had it on my second day. In the current versions, I almost always skip straight to iron armor, and ignore the cows, because it's just simply too inefficient to make, and iron protects you from so much more damage, AND it's more durable!
There was a suggestion to change cow drops so that they would drop more leather than they would beef, but I don't think this would help a whole lot. It might help some, but iron armor will still be easiest to come across.

Yeah, you're right, it wouldn't be enough. The problem isn't the drops, it's the amount of cows around. Simply not enough.
I HAVE been in many biomes with loads of cows in, not to mention the Mushroom Islands. Leather armour may be useless, but it IS the easiest armour to get if you spawn in Plains or a MushroomIsland.

Yeah, you're right, it wouldn't be enough. The problem isn't the drops, it's the amount of cows around. Simply not enough.
It WOULD help. Think about it, if cows dropped 5-7 pieces of leather, 1 cow = around 1 leather cap, leggings or something. 4 cows=full leather armor. 4 cows is'nt THAT hard to find, you could probably find them within 2 minutes.
That makes one of us then. I can never find any cows. I'm lucky to get two for breeding. >_<
On that note, I've never found a mushroom biome either.

I almost always will spawn in a forest, a taiga, or an extreme hills biome. Occasionally I'll spawn in plains, but it's not often.
As for loads of cows in plains, this isn't that often for me either. I usually find either more pigs or chickens than cows. And I have yet to spawn in a mushroom biome, although I have found plenty of them.
Changing cow drops would help SOME, but it's not by a whole lot. If there are plenty of cows, yes, it would help. If there aren't, you may as well stick to iron armor. It all comes down to what mobs are around, and ore distribution I think.
By the time you got a good cow farm you already have enough Iron for armor. There's a Suggestion Thread suggesting that Cows drop more leather and less Beef so Books and Leather Armour are easier to make and Pigs become the main source of meat.

Leather armor, huh? I don't even bother with it. You can make a iron armor quite faster, as some people already said. Even if not, my leather won't be wasted in such low quality gear. Books are first. Having around 60 leather for al lvl 30 enchantment is enough challenge to make it harder wasting it in armor.
So leather armor is a no~no.

I actually have to change my opinion on this matter.
I wouldn't say that leather armor is useless, as it is just not efficient enough to craft. Leather armor does have uses, but in an average survival world, it's just not cost effective enough to come across, as opposed to iron armor.
Leather armor is a good starting armor for adventure maps (like wooden swords are what you typically might start off with). And with the new snapshots, you can also dye them colors, which will make them useful sorting out teams for different events on SMP servers.
So leather isn't worthless, it's just not easy enough to come across in normal survival mode.

In my playstyle, leather armor is very easy to get. Basically, the first thing I do in the world is trap 2 cows and then go caving until I find a skeleton spawner and make an exp farm out of it. Then, I use those bones to get wheat and use the exp to enchant a looting 3 sword. Right now, I'm only crafting diamond boots (for feather falling) and the rest is leather armor.
I save my leather for books. I never make leather or gold armor in a survival map, because both of them are very weak and have no durability. Likewise, I never make diamond armor, because iron is really cheap, but diamonds are not. Getting that extra 20% damage reduction isn't necessary on normal survival.

then maybe leather armor would be worth the cost again. Cows may be annoying but I don't want to kill them before my farm is ready.
