In the process of trying to construct an underwater dome that is 25 x 25 blocks. Now my first thought was to make a slightly larger work area and then hollow it out and build the dome and then reflood. However, someone mentioned to me that the water physics have changed and that this no longer works. Can someone confirm this? Also, if this is true what is now considered the "best" way to build underwater structures? Thanks!
1) Build in the dirt floor, then remove the dirt. (I do this so my structures actually are not almost near the top of water)
2) Build your encasing, filling it up entirely then removing the inside
3) Build from in the water.
All the water blocks are infinite, so start filling in your work area with gravel and sand, then remove it all, leaving a 25x25 dry spot. Build your structure, and then build a flat layer of dirt (or whatever) 1 block below the level of the water. Fill this in until all the water is still, then remove the dirt floor and you're good to go.

This is invalid, because I stopped reading after "swim to the seafloor with as much wood as you have."
A few notes from my personal experiences building underwater:
1) Bring a bunch of glowstone or jack-o-lanterns so you can see what you're doing. It's incredibly dark down there.
2) If you place a door, it gives you a little area without water where you can stand and catch your breath.
3) If you bring a bunch of doors, you can place them in the basic mold of the ground-level of what you want to build. Then you can go in between them and place blocks outside without having to worry about your breath.
4) If you are replacing your walls/ceiling underwater, it's easier to not use tools. Change to the type of block you will be replacing it with, and set yourself up to be prepared to quickly place the block. A short hold of left-click followed by a quick right-click can get rid of the old block and quickly replace it with the new one without allowing any water to come in. Make sure you aim through the block you want to get rid of, and have your aim cross through to the side of another block so you can just go hold left-click > block gone > immediately right-click.
