use a seamless glass texture pack with clear glass and you should be able to see better. It may be underwhelming but it was still a cool idea. Keep it up!

Looking up through glass into water you'll see mostly silhouettes anyhow.
Part of this is that light falls by 3 every block through water. Even accounting for that (if you could put a lantern every 5th block or so) there is a fog effect underwater.
I have a glass floor under my mob spawner. Looking up through it, you can mostly see silhouettes of their legs or (in the case of cubes, their undersides.) You can discern whether they are zombies or skeletons or creepers, if you squint hard. Maybe the fact that you are in air looking into water makes the water more visible than whatever is in the water.
A Potion of Night Vision would cure that, I expect, and might make the view from under your floor more interesting.
Oh by the way consider stained glass - blue or light blue or (best I think) cyan. it's lower contrast.
I use the Vanilla Tweaks texture packs. They aren't exactly up-to-date, but everything works just fine. It has seamless glass and stained glass, and added benefits like lower shields, lower fire, and being able to see Withered hearts. hiint hint look at how many heart gleams exist

That last thing isn't a problem, though I do use it. I can, however, tell how many hearts I have when I take Wither damage.
Plus they're all separate, but you get them at once, so you can have lower shields but no less saturation dark oak, for example.
