Depends on what you need. With the 4 level beacon you will get regeneration as a secondary power, so you will have two. In my worlds I build a 244 block main beacon with a 10x11 base and place 5 beacons on top for all 6 powers. I usually set the first beacon to Speed. As I get more I set them to Haste, Resistance, Strength and finally Jump. I then place more Speed beacons to provide seamless coverage around my base. Collecting that many skulls feels like forever.
It depends on what's around your beacon. If it's near your home then speed and regen or just speed 2 might be good. If it's near an xp grinder, you could consider strength 2 (unless its a 1 hit kill grinder, then it doesn't matter). Haste 2 would be good if you are mining a large area. Although that could mean moving your beacon around.
Another good use is to build a safe room that the Wither can't break through in the beacon's range (or move the beacon to a good place to fight it) and have strength 2 or strength and regen to fight another one for a 2nd beacon.
I got my first beacon not long ago and put it by my house with Speed and Regen on it (since I decided Seed 2 was just a little too fast for me to maneuver easily.) I actually find Haste 2 annoying when I'm not doing serious excavation since I keep overshooting and breaking blocks I didn't mean to. Maybe I wouldn't mind having Haste 1 around the house, though? And right now I can't set up a second full-pyramid beacon until I get a gold farm or something going, if I want to have the beacon anywhere but my house, I have to dig up the whole kit and caboodle. (Though I suppose I could throw 9 blocks and a beacon in my Ender Chest for a small level-1 beacon-on-the-go.)

Instead of using another 164 blocks to make a 2nd level 4 beacon, you can simply add 24 blocks to your existing pyramid. It is more efficient to combine beacon pyramids -assuming you want both powers over the same area. You can also use iron to set your beacon instead of emeralds. Iron is usually less expensive for me.
Funny what you said about Haste being annoying. I find Jump Boost annoying. It actually seems to slow me down because I spend more time in the air when jumping up one block while moving around my base. I think I'm going to get rid of that power and use the beacon to extend my Speed II coverage.
You could preplace your beacon platforms at specific locations. Then when you want a beacon effect somewhere that you don't currently have a beacon just pop one off another platform and take it with you.

I dunno, I probably would go with resistance, speed, jump booor strength for fighting (so put this at your base) haste for mining (so put this near a cave) and regen comes as a secondary so don't worry about it.
Regen. doesn't just Save us (if a bit lucky), but it also can keep us from Starving, similarly (so less need for Farming) - While within its Range - again. I also like Haste for Mining, but also - in-between these - Tree Farming.
Other than that, Speed II to me is kind-of a nice gimmick, it's just that it'd of-course kind of be more-nice if we didn't have to end-up making it a not-that big circle, within-the square (of Range), i.e. more places, without having to re-Place, it (and be careful about using the right Pick, I think, not-unusually for Tools' specific use[s]). So I tend to go with Strength, simply because it means I can 1-hit a few Mobs (possibly more than Spiders, can't remember), when I Jump-hit them.
