Before anyone ask: well, why don't you just use land biomes instead?
Well, I would, IF I HAD SOME (a lot of chunks around me are ocean and the nearest land biome is REALLY FAR AWAY.)
and no, I can't just make a new world; I'm on a multi-player server and i'm not the admin. Besides, he(the admin) doesn't want to make a new world.
And yes, I know I could just grab lava and turn the top layer into smoothstone, but the fact that there is water underneath just really bothers me somewhat; furthermore, I'm not sure if turning water into smoothstone and then mining it is the best way to drain an ocean.
If you are on a Bukkit server that uses WorldEdit, my favorite command is
//removenear 100 water
That will remove all the water blocks with 100 blocks of you. Maybe tone down the radius a bit, since 100^3 = 1,000,000 and that big of an edit can crash some servers.

If having water under the surface bothers you why not make support pillars under it and make the floor a little thicker or something. A lot less work than removing a ton of water by hand.
Another approach would be to just use gravel you accumulate while mining or terraforming and just break a hole and drop it down the hole until it reaches the surface. Over time you would fill up the space up a reasonable sized space. You could even prep the bottom by placing a block above a torch. When the space is finally filled up you break the block above each torch and the gravel above would fall on the torch and break without mining them by hand.
Lastly you could use shears to gather a ton of leaf blocks and use them to fill the space, then burn them out with a flint and steel or strategically placed lava.

The leaf block idea is pretty smart, easily acquired blocks and burnable. I don't know how much items you have like if your near "end game" status in blocks and materials but, i bet you can use a piston setup on a clock to push sand/ gravel into the water to fill it in. Just have and a couple of blocks above the bottom have torches below a block so you can mine the top block and have the gravel/ sand break when falling on the torch. Hope the idea comes across through the text.
To entirely sidetrack the entire topic, but in a manner I think makes sense, I'd say you are going about it all wrong. Instead...

I was replanting some reeds along my base's shore and noticed reeds don't get washed away, so if you build dirt platforms every 4 layers and have reeds grow to take away the source blocks when they grow. Might be a good idea since you can mass grow reeds.
According to the wiki reeds don't have a light lvl required and apparently you can stack them indefinitely, so start at the bottom of the ocean and start stacking them to the surface, great if you don't want to deal with the dirt layers. Just build a farm and stack the surplus instead of having the farm in the ocean. Another bonus is knock the bottom row out and have the reeds come down so it will be better than burning leaves and shouldn't lag as much from mass fires. The other plus is you don't lose the reeds so you can trade them out for emeralds when done. As for the required water source to have the reeds not pop out of the ground, If you use a bucket the one wide water columns and they should drain. the water columns also double as water ladders when stacking the reeds.

yea, i never knew reeds could stack indefinitely tall, and figured fully submerged they'd wash away and only could stack like 5-6 tall max. The amount of reeds you have get out of hand pretty quick

This is all the rage on our survival server right now. We have a plugin that lets players craft sponges from sand and string. The sponges displace a 5x5x5 cube of water centred on the sponge. You then fill in, build a glass shell, etc. and remove the sponge when your terraforming is done. Use it to make rail systems under glass tubes in the seafloor. Or clear out a dome to make a biodome under glass.
It's possible to use sugar canes the same way, but they are slower and more fragile.

Although this is what I suggested (above) he can't do this as he doesn't have access to the map. He can only do it in-game.

And ask your admin to turn on the bukkit and get world edit.
I admire your willingness to go through all that work for your plot of land, but damm.....that is a lot of sand or reeds.
Might want to invest in finding a helm with the water enchantments as well. They make my life much better.
