In my previous world I have two pretty close to spawn and another one not too far away (and very near a village). In my current world there aren't any nearby. Luck of the draw, I suppose.

Depends on your point of view, those guardians are mean buggers I'd be swimming in the opposite direction real fast lol.

It does not look like there are many basic resources there . I would make the coordinates and swim to land. You can return, kill the Guardians and maybe build an underwater how using the monument as a base. To answer your question more directly, I think it is luck. I am not sure how common monuments are.
The odds improve greatly when you are trying to start a world in a snow biome. When all the wintery stuff came out, I lost count of the number of underwater temples I saw trying to find snow.
Now if you really want to be lucky, hope to spawn inside a dungeon. Once upon a time it was very possible. I wonder if it still is?

So I just spawned, started my brand new survival world for 2017 *woo* and got this.
Is it luck? Or common?
Near spawn, it's pretty lucky. Otherwise they're fairly common.
Watch out for the crabocalypse. Some say the day will never come. But it will.
