In that case, it's harder. There are no randomly generated enderman spawners, so you'd have to make a big mob trap at least 3 blocks tall. Also, there can't be any water used to transport mobs in the system, or else the enderman will teleport.
So yeah. I don't know how it would be done. You might have to just go to the end.
Blaze EXP farm is better. If I remember correctly Blaze gives second to the most exp (first is ender dragon)
just get tonloads of snowblocks in the nether and use shovel to retrieve the snow from it and throw snowballs at blazes.
It's hard to make an EXP farm of Endermen, but I would like to try it. However, it could actually be quite a pain, because they teleport away, and if you hit them, they get really annoyed and try to kill you. (They are strong; they can take off half your health on Hard if you don't have armor) What a pain!
