People want something more than just a survival game. I like a survival game on the server. Maybe a MMO survival where everyone tries to survive. I also would want ranks on that server like Tree Puncher, Diamond Armor, Been Into The End, etc. That's what I would want to see, for my opinion
I am constantly looking for a good server to play survival on. There are so many servers trying to be the next big server that most of them have poor staff management and server functionality skills. Keep it real; don't try to be something you're not. You're going to start out with a low player base, so don't go overboard with filling every staff position you want to work up to, building a massive spawn or overloading the server with plugins. There are far far too many factions servers dominating the listing sites right now, and its to the point where it's just ridiculous; they're all the same thing, with the same generic spawns, with the same generic kits. You want to stand out and be unique.
Focus on the player base that you do have, and take your time in selecting staff. There is no rush to get your server up, bug test it and make sure its playable for the user. If you want to steer away from the generic server, get custom plugins coded. They will provide something new for players to explore, inspire people to do different things. If you just use all of the same old plugins you're more than likely going to end with a mediocre player base with little difference among other servers of a similar theme.
Most people I know, when looking for a server, try to look for one that they haven't already been on; and there aren't many public survival servers that are worth logging time onto. People want to keep their items and use creative building pallets. If they wanted to play factions they would join a renowned factions server with a good reputation for handling a large player base.
As far as the game play goes; make something that will encourage people to work cooperatively and do something out of their norm. When I look for server, I look for something that is unique, well managed/staffed, kept up on, balanced and positive. Support your community and raise positive attitudes; I look for someone professional and mature enough to resolve a problem instead of shut it down.
Sorry for the rant, but I said what I think I needed to. Good luck finding/creating a server, and I hope you'll keep this in mind.

Wow now this is really some info that I want to live by. but I might have trouble doing custom plugins and I don't know if my budget would like it. But other things such as the player base, I know that I will start out slow and that growth won't just happen you have to work for it.
And I also know that the closer you bring your players to reach other the more of a community I will build
I'd like to reiterate my point; there is no rush to get your server out. If you can't currently afford many, or any, custom plugins start formulating ideas for them. Save up through any means you can if you're serious about it, be it server donations or pocket money. There's no harm in adding a new plugin every once in a while.
I would suggest looking for a coder with good reviews/reputation and potentially start discussing ideas and costs with them. Maybe you can work out a partnership; or you can just save.
*The most efficient way to be able to afford new things for your server, is through your server. Just work up a few months being slightly generic, just have a really well managed server with good staff. Build up that mediocre player base and have a balanced donation system that will hopefully begin to pay for new additions, and maybe you can work up enough of a playerbase/donators to make your server pay for itself in full.
That's honestly what I had in mind was starting generic, then after the server was making a decent profit go with my own original ideas. Or just develop my own custom theme.

As for what i reckon would improve a server... Well...
I've been searching for a simple survival server for a LONG time now. One with not to many plugins and mods, but enough to keep it interesting.
I've wanted a server where i can go with my friends, and just build together. Nothing is more awesome than Teamwork survival. And I've never been able to find a server that includes it without some sorta twist.
Another tip: Keep the spawn areas simple. I HATE Survival Spawns that use diamond blocks and stuff like that. I know it's to try and show the shiny, but it makes it look like their showing off. Use resources that you can get, but not absolutely ridiculous ones like diamond blocks and shiny stuff.
That tip doesn't matter much though, as it's just for the spawn. I've already expressed my interests for the server-game play, but to be honest, this server is sounding so community driven that i couldn't care less for the spawn hub.

I don't have much experience with Minecraft Management, but i play Blockland and I'm staff on a fair few servers, and Blockland is FULL of trolls. Seriously. I once got reported for un-friending someone and they started a drama post.

The only thing that I have thought of and has been a goal of mine for awhile was finding a plug in with a realistic economy where the gold or metals that you mine or harvest are your money I figured something like that would make more of a community built economy and bring players together for trading/buying.
Could I get an opinion from both of you?
And I might have a spot open for you depending on how my current staff works out.
Quick side note. I'm going to be doing all the plugins and misc. Myself and have no idea how to do so. Any tips?

Ehh, as for WHAT plugin... I go on a Australian server now and again. sky-mc.net. I'm Australian so it's currently my best hosting choice, and it's pretty similar to the server you've got in mind. They have the shop plugin. I'll ask them for it at some point if you want.

But from the sounds of it, it's too game changing. That's just my personal view. If it's possible, you should have 2 different sides of the world. One has diseases and famine, etc (For hardcore players.) And the other side is for hardcore players, but with less game-changing plug-ins. (And by hardcore i mean extreme players. DON'T MAKE THE SERVER ON THE HARDCORE SETTING!!!)
Try to keep it balanced between players. I've been on so many economy servers where it's basically a couple of donors have these completely overpowered, huge shops that monopolize everything. The only way to get to the top is to pay or to grind boring stuff for literally YEARS.
Most servers I've been on usually have a rank system, but it tends to rank up very fast at the beginning, but then rapidly deteriorate to very slow progress.
So if you want a good server, my advice is to avoid people having to grind too much. Make your ranks follow the achievement path of Minecraft so people play normal survival. Have a couple of special features that make it interesting. This could be a theme, like RPG or future or factions or economy or prison, or you could have a special plugin, like lottery or MCMMO etc. The best thing I would suggest, though, is to have a special system like elections, economy, some form of Minecraft Socialism... I don't know.
My personal liking would be a server where players cooperate, build and thrive. I really dislike griefing. I also don't like many servers that tell you to donate to them and give you OP tools in return, that is probably OK on Faction servers but it just changes the whole point of Minecraft survival.

Another thing you could do is implement plugins that make the game more realistic, like thirst, temperature to add challenge, as well as custom biomes, seasons, mobs, and crops to make the game more interesting.

Just install a vote reward crate system and sell the keys as "donator perks, and have a great economy system.
It's what 90% of Survival servers are good at doing while generating cashflow for the cost of the server.
