Perceived density of the materials doesn't matter in my experience. I know the wiki says wool is better, but best to avoid hitting blocks altogether. It's all about the speed the boat is traveling when hitting the hit box of a block. Thats why you see people using soulsand, half blocks and things in the past which have a smaller hitbox or in the case of soul sand it pushes things up above its actual hitbox when it slows them (I think). Not exactly sure why half blocks quit working. Probably just a tweek in how objects interacted with its hitbox.
