my best guess is the height of the room. i dont think the glass is the problem. i've used stone and dirt to cover up the water and the crops have always grown. lighting is enough as long as the seeds dont pop out after initial placement, then ur good.

For the same reason as the OP. You need one block of air above the crop for it to grow. While Glowstone is a glass type block when mining it, it is not a transparent block.
Actually, wasn't Glowstone changed to counting as transparent in the latest version? I know you can't place torches on it any more, and I've heard that you can now put it above chests (and they'll still open).
There's torches behind the glass, on the cobblestone as well. Does that prevent it from growing?

there is not enough place for it to grow try to make a bit bigger the top and when done use bonemeal to make sure it can grow :biggrin.gif:
