maybe build the farm underground? or use a lot of torches. I don't think the water will freeze underground. Though making a greenhouse would probably work as well.
You can prevent the water from turning back into ice by having torches near the ice and building a cieling over your farm - more like a greenhouse, rather than an outdoor farm.
The best way to keep water from freezing is to build a ceiling over the farm, since water will only freeze if directly exposed to the sky. Or if you want to use light to melt the ice instead, I'd suggest jack-o-lanterns or glowstone since both are brighter than torches, so you won't need to use as many.
I can't start a farm in a snow biome.
The water freezes.
