Vanilla refers to the game being plain or unchanged. Like vanilla ice cream. So basically to being playing the game vanilla you would be playing it wothout any mods or texture packs, but most of the time when somebody refers to vanilla they are talking about no mods. Some people still consider texture packs as vanilla.
I don't count texture packs as mods because they only change how the game looks, not how it functions or plays. That's what mods do.
I agree with you, but TECHNICALLY, a texture pack is a mod. Mod is short for Modification, and a texture pack does modify the game. Vanilla is usually referred to as no functional mods.

They enchance the way you see, not the way you play. Unless you're colorblind and needs a texture pack to be able to diferenciate slabs.
